The consortium between IN Groupe and A.C.I Technology reaches a major milestone in Armenia with the launch of a new identity infrastructure covering the entire identity value chain, from citizen enrolment to document issuance

Paris/Yerevan, 3 November 2026

Public enrolment and state-of-the-art production of new biometric passports and electronic identity cards begin in Armenia, delivering more secure, modern and accessible identity services for Armenian citizens and residents.

After being awarded the Public-Private Partnership (PPP) contract for Armenia's biometric passport and ID card issuance system in April 2025, the consortium of IN Groupe and A.C.I Technology reached a major milestone on 1 November with the go-live of the new end-to-end identity system.

During an official ceremony held in Yerevan, Armenia’s Prime Minister, Nikol Pashinyan, and Armenia's Minister of Internal Affairs, Arpine Sargsyan, marked the official opening of the first identity enrolment and issuance centre and the start of the production of the new biometric identity documents. The ceremony also marked a special milestone for five young Armenians celebrating their 16th birthday on 31 October and receiving their first ever passport and identity card.

The consortium’s solution covers the entire identity journey for Armenian citizens in country and abroad, as well as foreigners living in Armenia, from pre-enrolment to document delivery. The passports and ID cards will be locally personalised in a personalisation centre in Armenia’s capital, Yerevan. The activities of the consortium are creating more than 200 jobs.
